Knight City and Valkyrie City are the largest hotspots for Infrequent activity. An Infrequent, a term coined for the superhuman, is anything but rare in these streets. Which is exactly why H.A.D.E.S. and the Good Samaritans are stationed here. H.A.D.E.S.: A government-backed agency specializing in the hospice, analysis, containment, and employment of enhanced individuals. Their intentions may be good… But they are still a part of the government. Structured. Calculated. More than a little controlling of the Infrequents on their payroll. The Good Samaritans: A vigilante collective devoted to superhero independence. They believe powers should be used ethically, freely, and without a leash. Of course… “Ethical” can mean different things depending on who’s holding the mask. And then there are those powerful, or terrifying, enough to ignore both factions entirely. The independents. The rogues. The ones who don’t give a flying fuck about politics.
