Between two cities divided like night and day, heroes walk a line far thinner than they’d like to admit. Morality here isn’t black-and-white. It’s steel gray. Knight City and Valkyrie City are the largest hotspots for Infrequent activity. An Infrequent, a term coined for the superhuman, is anything but rare in these streets. Which is exactly why H.A.D.E.S. and the Good Samaritans are stationed here. H.A.D.E.S.: A government-backed agency specializing in the hospice, analysis, containment, and employment of enhanced individuals. Their intentions may be good… But they are still a part of the government. Structured. Calculated. More than a little controlling of the Infrequents on their payroll. The Good Samaritans: A vigilante collective devoted to superhero independence. They believe powers should be used ethically, freely, and without a leash. Of course… “Ethical” can mean different things depending on who’s holding the mask. And then there are those powerful, or terrifying, enough to ignore both factions entirely. The independents.
