The academy is run and operated by SHIELD as an immensely defended and well-funded BlackSite, with oversight from the US Government. At the academy, aspiring heroes or students with alternative goals will be taught all manner of practical skills to help them succeed in their roles as protectors while also making sure not to violate the accords. Or so the public statement says.
